I.                   IN – HOUSE GENERAL RULES
 
A.        League assignment
-           No player can play out of their grade level.
B.        Team size
-           The Board policy is to have an equal amount of players on each team with a maximum of ten (10) players. Exceptions are allowed on a case by case basis.
        
C.        Tie Breaker
        -   For seedings in the playoffs:
         * head-to-head winner
         * coin toss
 
D.        Apparel
        -   No player may wear any jewelry or hats in a League game.
        -   Taping over or covering up of earrings or piercing of any kind
             is not allowed.
-           Medical ID bracelets must be taped or covered with a sweat
     band.
-           Shoes must be laced and tied
-           Shirts must be tucked in and shorts must be of appropriate length
-          The only shirt alterations allowed are sleeve alterations
-           Tie Breaker
E. All leagues will follow high school rules unless otherwise specified.
                                                                                     
II.                COACHING
 
A.           Selection of Coaches
-           Prospective coaches will fill out the coach’s questionnaire and submit it to the VP
      In-House who will forward them to the appropriate League Directors
-           The League Directors should recruit coaches using the following criteria:
-                      Candidate must be in good standing with NYBA Board and league
              
          -   The League Director may need to take some initiative to fill vacancies.
          -   There will be no assistant coaches selected or named until after teams are chosen.
          -   Final approval for all coaches lies with the NYBA Board.
 
B.            Training
-          Attendance at In-House training clinics is mandatory.
-          Coaches must sign and abide by the NYBA Code of Conduct.
 
 
 
C.           Behavior
-          Coaches are expected to display exemplary behavior in their dealings with players, parents, referees and opposing coaches.
-          Unsportsmanlike behavior is not acceptable regardless of the situation and any incidents will be immediately addressed by the Board.
-          Coaches are not allowed to comment on or dispute any call by the referees. Coaches should direct any disputes to League Director after the game is over.                                                                                    
-          Coaches are responsible for the behavior of their players and their spectators.
-          A technical foul will be assessed if a coach comments on or disputes a referees’ call or fails to control the behavior of his/her team’s spectators after being warned by the referee or League Director.
-          When a technical foul is called on a coach (this includes a bench technical or a spectator technical) the penalty will be:
·                                 2 points awarded to the opposing team
·                                 2 free throws awarded to the opposing team
·                                 possession is awarded to the opposing team at half-court
·                                 the coach must remain seated the remainder of the game
·                                 if a second technical is assessed on a coach or assistant coach during the same game that coach will be immediately ejected from the game and must leave the gym
·                                 the coach or assistant coach will further be suspended for the team’s next game
·                                 if a coach or an assistant coach is ejected from a game for the second time during the same season that coach will be removed as coach for the remainder of the season
 
D.           Responsibilities
-          Coaches are responsible for their players before, during and after practices and games. Players are not to be left without adult supervision.
-          Whenever practices are cancelled coaches must contact all of their players.
-          Make sure that your team is at the gym ready to play at game time to ensure that the games start on time.
-          Fill out publicity sheets after every game. Coaches should make sure that they mention all of their players at some time during the season.
-          Coaches should contact the parents of a player who is not attending practices to determine the reason.
-          Coaches are to complete an accident report form for any player injured at practice and turn form in to VP In-House
 
 
 
 
 
 
 
III.             DRAFT RULES
 
A.        Senior Leagues
 
-          League Director will select a captain for each team.
-          League director and the captains will rate the top players and the captains.
-          Captains will select their own teams:
         *draft position is determined by draw
         *top players are selected in 1st round
         *draft order is reversed on every round
 
B.        Junior, Intermediate and Bantam Leagues
 
-          Coaches will rate all the players at the evaluations.
-          These evaluations will be used to determine an overall rating for each player.  
-          The number of players equal to the number of teams plus 5 players will be available to be drafted in each round.
-          Draft position is determined by draw unless a coaches child is ranked in 1st round, then the draft position will be determined by the child’s rank.
-          After each round the remaining players will drop down to the next round. This will continue for each round.
-          Players from the older grade that are dropped down to the lower grade may be chosen at any time. Players not attending the evaluations and not placed in order may be picked at any time.
-          The order of pick will be reversed for each round.
-          When drafting the lower grade level the order of pick will be reversed from the order of the 1st round of the older grade.
-          There will be no trading of players except for practice conflicts and the Player Agent will handle these.
-          In the interest of fairness and to help the competitive balance of the league, the Player Agent has the power to alter or emend these guidelines.
-          During this process the Player Agent will also attempt to honor any carpool requests but these request are not guaranteed. The balance of the leagues is the first priority..
-          Any players registering late (after draft) will be placed under the direction of the VP In-House and the League Director working with the Player Agent. 
 
 
C.        Midget League
 
-          Players will be evaluated during the clinics by two or more of the leagues coaches.
-          The criteria will be skills, aggressiveness, grade and height.
-          The teams will then be assigned based on these evaluations by either the League Director, a committee or all the coaches.
-          The primary objective of this procedure is to try to balance the teams.
 
 
IV.             Complaint Procedure

C.           Problem Resolution
* Whenever possible all complaints should be settled at the league level.
      * The Grievance Committee, (consisting of the President, the VP In-house and the
           League Director of affected league) will meet with both parties within one (1) week
           of receiving the complaint.
     * The Grievance Committee will submit its recommendation to the Board of Directors
          within one (1) week of their hearing.
